Amritsar - Delhi - Kolkata Corridor


An inter-ministerial panel has recommended commitment of Rs.5749 crore from the Centre as budgetary support spread over 15 years for the seven integrated manufacturing clusters (IMC) to be set up along the Amritsar-Delhi-Kolkata corridor.
PM Manmohan Singh had approved the setting up of an inter ministerial group (IMG) to do preparatory work for setting up a Amritsar-Delhi-Kolkata Corridor (ADKIC). The IMG was to examine the feasibility of setting up the corridor using the eastern dedicated freight corridor as a backbone and the structural and financing arrangements that would be required to get the project off the ground.
The panel has said that the amount should be used for interest subvention, development of trunk infrastructure and share in equity and initial grant for setting up the dedicated agency to handle the project on the lines of the Delhi-Mumbai Industrial Corridor Development Corporation (DMICDC). At the cluster level, a special purpose vehicle (SPV) may be set up by the states for administration of clusters, the panel has recommended.
The ADKIC will be aligned to the eastern dedicated freight corridor (EDFC) and will span 20 cities in the seven states of Punjab, Haryana, Uttar Pradesh, Uttarakhand, Bihar, Jharkhand and West Bengal. The ADKIC will leverage the existing highway system on this route and the inland water system being developed along national waterway-1.
The development of ADKIC would be taken up in a band of 150-200 km on either side of EDFC, in a phased manner. In the first phase, every state could promote at least one integrated manufacturing cluster of about 10 sq km. area, in which 40% area would be earmarked permanently for manufacturing and processing activities. The panel said ADKIC will use both the public private partnership (PPP) approach and non-PPP approach. The non-PPP trunk infrastructure will be developed by the special purpose vehicle (SPV) or the agency vested with the task of setting up IMCs.
It has also suggested setting up of an apex monitoring authority, under the chairmanship of the commerce and industry minister, for overall guidance, planning and approvals, setting up of timelines for implementation and monitoring thereof. An inter-ministerial group (IMG) chaired by the secretary, department of industrial policy and promotion (DIPP) will appraise proposals both for grant of in-principle approval and final approval for clusters and national investment and manufacturing zones.
It has also recommended a dedicated cell under the chairmanship of chief secretary/ industrial development commissioner at the state level for monitoring and project management.
