Cabinet approves time bound Services Bill


The Cabinet has approved a bill that aims to provide time-bound delivery of services like passports, pensions, birth, death and caste certificates to citizens.
The right of citizens for Time-bound Delivery of Goods and Services and Redressal of Grievances Bill, 2011, envisages a penalty of up to Rs.50,000 to be deducted from the salary of a government official who fails to do her/his duties.
BJP spokesperson Prakash Javadekar said provisions of the citizens’ charter bill lists that central services should not be thrust on the states. “This has been put in the Concurrent List but is an encroachment on state laws,” he said.
The time-bound delivery bill looks to ensure the central list is mandated for the states too and this provision was approved by a parliament standing committee. The bill lays down an obligation upon every public authority to publish citizen’s charter, stating therein the time within which specified goods shall be supplied and services rendered and provides for a grievance redressal mechanism for non-compliance.
