
An FIA could, with a focused mandate on terrorism, develop into a version of the US homeland security department. The crisis precipitated by the Mumbai carnage has provided the best opportunity to do so. Not all political parties are on board. Parties like DMK or RJD may insist on conditionalities. Other parties like Shiromani Akali Dal and BJD remain wary of Centre gaining more powers. There have been some significant shifts. Shiv Sena and NCP have turned in favour of a central agency for terror crimes. Both feel FIA should have safeguards against becoming a political tool. It is up to the government to prepare a legal framework that convinces doubters that the federal agency will act fairly an efficiently.
