China has for the second time blocked India's bid at the United Nations to ban Jaish-e-Muhammad chief Masood Azhar, the mastermind of the January 2 terror attack on the Pathankot airbase in which seven military personnel were killed. India had written to the al-Qaida Sanctions Committee a month after the attack. But hours before the ban was to be announced on Thursday , China requested the committee to hold up the decision.
