Special status for 6 Karnataka districts


The Rajya Sabha passed the Constitution (118th Amendment) Bill, which seeks special status for six backward districts in Karnataka.
The bill inserts a new Article 371-J to provide special recognition for the six backward districts of North Karnataka — Gulbarga, Yadgir, Raichur, Bidar, Koppal and Bellary. It was passed with all the 163 MPs present in the Rajya Sabha voting in its favour.
The bill was earlier passed by the Lok Sabha on Tuesday. It provides for establishing a separate development board and equitable allocation of funds for development of the region. It will also provide for quota in public employment through local cadres and reservation in education and vocational training institutions for those who belong to the region by birth or by domicile.
The Constitution Amendment Bill was debated and passed by cutting short a discussion on a Bill seeking to amend the Unlawful Activities (Prevention) Act. The discussion on the UAPA will resume on Thursday, after which it will be moved for passage.
Another item on the list of business for Thursday is consideration and passage of the Banking Laws (Amendment) Bill, as passed by the Lok Sabha on Tuesday.
The Companies Bill, which was also passed by the Lok Sabha on Tuesday, may not come up for discussion and passage on Thursday due to some opposition from BJP.
Deputy Leader of BJP in the Rajya Sabha Ravi Shankar Prasad said in the House that there is no agreement on the bill.
The winter session of Parliament, which started on November 22, will come to an end on Thursday as per the earlier schedule, with both Houses adjourning sine die.
