All problems of Seemandhra will be addressed : PM

The Cabinet decided that Hyderabad — the bone of contention between Telangana and Seemandhra — will be the joint capital of both states for 10 years before going to the breakaway unit. An official statement said the “GoM will work out the legal and administrative measures to ensure the safety and security of the residents of all the regions of the state including the guarantee of fundamental rights”.
The emphasis is meant to assuage non-Telangana residents of Hyderabad and comes against the backdrop of the government’s decision to create a mechanism where important issues like “law and order” and “land use” will be with the Centre.
If it was meant to soothe the sentiments of the Seemandhra region, it was clearly not working. However, it was not likely to lead to a rethink like in December 2009 when the Congress leadership backtracked on the decision to create Telangana.
At the Cabinet meeting, the PM made it clear that the decision was final, and the government planned to bring the bill for the creation of Telangana in the winter session of Parliament. The bill will be referred to the Andhra Pradesh assembly for its opinion, but this is not mandatory. In case the assembly approval is not forthcoming, the bill can still be passed by Parliament.
The PM responded to the arguments of Seemandhra representatives in the Cabinet by saying that the issue had been discussed and debated for long. “We have committed it since long, but I will see all problems of Seemandhra are addressed and no injustice is done,” Singh is understood to have assured the Cabinet, which discussed the Telangana proposal for nearly 90 minutes.

“Instead of arriving at a peaceful bifurcation of the state, the Congress has created a chaotic situation and divided the people of Telangana and Seemandhra regions,” BJP spokesperson Prakash Javadekar said.
The party alleged that the “clumsy handling” of the issue by the Congress party had created an “anarchic situation” in the state.
It said Andhra Pradesh chief minister Kiran Kumar Reddy was opposed to bifurcation of the state. “He is up and against the handling of the situation by the central leadership. This can happen only in the Congress, wherein its own chief minister is against the party’s decision,” Javadekar said.
