Dharavi Revamp update

A decade after it was mooted to turn Dharavi, India’s largest slum, into a plush township, the Dharavi Redevelopment Authority (DRA) has submitted a final draft plan to the state government to revamp the remaining four sectors. The DRA has listed two options — float tenders for all the four sectors or divide them into 13 subclusters and redevelop it.
There are a total of five sectors to be redeveloped. Of the five sectors, one is being redeveloped by the Maharashtra Housing and Area Development Authority (Mhada), for which, work has already started. Three years ago, the state government handed over the sector to Mhada. A senior DRA official said they would implement the redevelopment after the state government’s approval. “One option is to start the tendering process in all the four sectors simultaneously and award contracts. The other is to divide the sectors into 13 subclusters and start the tendering process in phases,” said the official, requesting anonymity.
The state government also has to decide on the premium to be charged as well the additional houses it will want the builders to hand over to it for housing.
The DRA has said the plan has the potential to generate at least 10,000 additional houses after accommodating the existing tenants. The state government and its various agencies can earn Rs.2,000 crore to Rs.5,000 crore as the amount can be generated as premium from the project.
The state government found that 63% of the residents in sector 3 were found to be non-eligible and the other hurdle was the large scale pull-out by developers. Only seven were in the fray of the 19 shortlisted developers. The state government scrapped the entire tendering process.
