YSR Congress releases manifesto

The YSR Congress Party said it would construct a world class capital for residuary Andhra Pradesh and complete all the irrigation projects in Telangana and residuary Andhra Pradesh if voted to power. Releasing two manifestoes for the two regions, its president Jaganmohan Reddy said the Congress has divided Andhra Pradesh into two states but vowed that it cannot separate the Telugu speaking people and promised to usher in all-round development in both the states.
Several points in both the manifestoes were identical, with the emphasis being on providing transparent and corruption-free governance.
Though it was not mentioned in the manifesto, Jagan said he would develop Seemandhra region on the lines of Singapore, a promise also made by TDP president Chandrababu Naidu, the other contender for power in residuary AP.
“They have divided us into two states, but they cannot divide our minds. The people of Telangana will respond to the problems of Seemandhra and vice versa,” Jagan said. “We are going to come to power in both the states and will complete the Pranahita-Chevella irrigation project in Telangana while speeding up the works of Polavaram, Handri-Niva Sujala Sravanthi, Galeru Nagari in Seemandhra,” he said.

For Telangana, Jagan vowed to implement all promises in the AP Reorganisation Act, 2014. The YSRC chief promised 4,000 MW of thermal power for the region; steel plant in Khammam within six months of Telangana formation; and a horticulture university. Rapid rail and road connectivity between the capitals of two states also figured in the list.
On AP, Jagan said it will have world-class infrastructure, including an airport in each of its 13 districts connected to the capital via eight-lane expressways. Upgrading Tirupati, Visakhaptanam and Vijayawada aiports to international ones is also on the cards.
Regarding AP’s new capital, Jagan promised to personally oversee its construction once the Centre decides its location. “Land, water and scope for development must be the main criteria for selecting the location. It would be good if it is geographically at the centre of the state,” Jagan said, adding that it would be named to represent both Rayalaseema and Andhra.
A super-specialty hospital and a food processing unit in each district, metro rail for Visakhapatnam, Guntur, and Vijayawada and bullet trains in the main city also figured. Jagan promised a pollution-free Visakhaptanam while proposing a petrochemical corridor in the district involving IOC and HPCL.
On welfare, Jagan underlined the party’s commitment to the late CM YS Rajasekhara Reddy’s pet schemes including ‘Amma Vadi’ in both regions; hike in old-age pension from Rs 200 to Rs 700 and reduction in eligibility age from 65 to 60 years; reimbursement of students’ fee quarterly; hike in LPG subsidy by Rs 100/ cylinder; and each poor family to get 30 kg rice at one rupee per kg per month. Pledging to continue YSR’s pet ‘Aarogyasri’ scheme, Jagan said a YSRCP government would include the 133 diseases excluded by the Kiran Kumar government. Jagan also promised to ban belt shops in rural areas.
The manifesto promised 75% jobs for locals in all industries as well as eight-hour uninterrupted power and interest-free loans for farmers. In rural areas, Jagan promised to provide power at Rs 150 for those consuming below 150 units a month.
