Odd-Even to Return in Delhi....

Second phase of the Delhi government's odd and even road rationing scheme will be implemented from April 15 to 30, Chief Minister Arvind Kejriwal announced on Thursday evening.
Riding on overwhelmingly positive results of a fortnight-long public consultation conducted by the government, Kejriwal said 81% of those consulted have backed the scheme's reintroduction and 19% opposed. “During the first phase of odd and even, traffic congestion and pollution had decreased. And there was a demand to bring it back. If we compile entire data, 81% people have said odd and even should be brought back,“ Kejriwal said while speaking with reporters in his office at the Delhi Assembly.
As part of the consultation, 43,113 people attended 276 mohalla sabhaswards in which only one mohalla sabha opposed the idea. In these sabhas, more than 72% attendees sought reintroduction of the scheme by February 14.
However, this strong support for early introduction of the scheme was contrasted in mohalla sabhas by concern about not implementing it during exam time in March (69%). “Board exams are largely getting over on April 12, so we will do it from April 15 to April 30. After that, we are considering whether to do it every month for 15 days. But no decision has been taken on it yet, so it should not be considered final,“ said Kejriwal.
The suggestion about doing it one fortnight every month found relatively-less takers in their online survey with only 26% supporting the idea. The consultation was also conducted over missed calls, email and calls.
In the other formats, too, the percentage of public support for the scheme hovered between 75% and 83%. One interesting statistic concerning the mohalla sabhas was concerning the possibility of people buying second cars.
Data shows people in only 3 out of 276 wards in Delhi said they will buy second cars while the rest said no. Most exemptions remain the same and no tinkering has been taken up yet. The modalities of implementation are to be decided in the coming days.
