If an ambitious state road development plan approved by the public works department is implemented, then by 2021, all the national highways passing through Maharashtra will be expressways with a minimum of four lanes, ring roads will be constructed for all districts and all tehsils will have bypass roads. “The Centre has approved a vision-2021 plan for construction of roads keeping in mind the increase in the number of vehicles, movement of heavy vehicles, industrial development, tourist spots and religious centres. Part of the funds will come from the Centre and the state will have to share matching contribution,” a senior public works department official said. The official said it has been proposed that by 2021, all the national highways passing through the state be made four-lane expressways. The centre has asked the state government to connect major industrial townships, tourist spots and religious places by state highways and ensure that all state roads connecting the district headquarters are at least two lanes wide and one-and-a-half lane roads for tehsil headquarters. “All villages with a population of 1,500 or more will be linked to the district roads to ensure quick communication between villages and district headquarters,” he said. 
Since it was found that movement of heavy vehicles 
was the main reason for accidents, the public works department has proposed that every district have a ring road and every tehsil a bypass road. “We found that only 10 districts have ring roads, while most tehsils are without a bypass,” he said. Further, the official said the Centre has made it mandatory for the state government to construct all-weather roads in all villages with a population of 100. 
Between 2012 and 2021, it has been proposed to construct 3.36 lakh km roads across the state. “A week ago, we launched the plan. Target for construction of national highways, expressways, state highways, district roads and rural roads has been fixed and we are sure it will be complet
ed by 2021,” he said. On the expressway from Mumbai, the official said it has been proposed to construct an expressway between BARC junction and Panvel, Mumbai and Sawantwadi, Mumbai and Talasari and Mumbai-Nashik.
