Pune: PMC dreams a Rs.19,000 Crore Public Transport Plan

The Pune Municipal Corporation administration presented before the standing committee the draft Comprehensive Mobility Plan (CMP) which is aimed at establishing an efficient public transport system in the city, and estimated the cost around Rs 19,000 crore. The civic administration will now discuss the plan at its next meeting before giving its approval.
The "dream plan," prepared by Infrastructure Leasing & Financial Services (IL & FS), which incorporates a number of modes of public transport including the metro rail, monorail and the inland water transport with a 300 feet wide outer ring road stretching to 74.5 km, is proposed to be rolled out in three phases by 2020. The plan has been designed keeping in mind the projections of the traffic situation by 2031.The PMC will plan for a special purpose vehicle (SPV) to raise funds to execute this CMP, which is expected to revamp the civil infrastructure of Pune, Pimpri-Chinchwad and surrounding industrial belts like Hinjewadi, Chakan, Talegaon and Ranjangaon.
The plan is aimed at making available a viable means of public transport like metro rail, monorail and the Bus Rapid Transit System (BRTS) at a distance of 500 metres from any residential place with a "focus on moving people, not vehicles, safely in an economically viable way by emphasising on sustainable modes of transport."
The implementation of the involved projects is divided into three phases, the first of which should be over by 2008. The limit for the second and the third phases is 2015 and 2020 respectively. The phase-wise breakup of the total plan is Rs 5,910 crore, Rs 6,791 crore and Rs 6,600 crore.
The first phase involves, among other things, augmentation of bus fleet, BRTS (120 km), water transport (550 km), pedestrian subways (Rs 600 crore), pavements, pedestrian plaza (Rs 50 crore), bridges, flyovers, road improvement, traffic management, Intelligent Transport System (ITS), development of chowks, raising of parking structures, installing of signages and markings, truck terminals, station area improvement and Road Accident Analysis System (RAAS). In the second phase, projects like metro, underground metro, outer ring road, parking structures, airport connectivity, intermodal transfer stations have been recommended. The third phase involves implementation of monorail.
The draft plan gives priority to pedestrians. It mentions that every road in the city will have footpaths and cycle tracks. At major bus junctions, grade separators will be raised for pedestrians. It proposes to raise a number of parking bays in the city, which will reduce street side parking. It recommends charging high fees for the parking, "once the public transport system" is strengthened. The flyovers are to be raised at highly congested junctions across the city. The plan recommends to have1,755 buses at a cost of Rs 875 crore and raise five flyovers each costing Rs 20 crore. If implemented, Pune will will have the best transportation infrastructure in the country the report states.
