Modernizing Airports

Eight companies, including GMR Airports, GVK Group and Adani Ports and Special Economic Zone, have evinced interest in the government project to modernise the airports in Kolkata, Chennai, Ahmedabad and Jaipur.
In December, the government had issued a “request for qualification“ document for these airports to be awarded on public-private partnership (PPP) model, shifting from an earlier plan that envisaged award of the Jaipur and Ahmedabad airports on PPP model and the other two on management contract.
The other five companies that have shown interests are Egis India Consulting Engineers, Flemingo Duty Free Shop, Siemens Postal Pacel & Airport Logistics, International Business development Flughafen Zurich AG Postfach and Bhadra International (India).
Apart from changing the mode of project execution, the government has reduced to half the fresh investment that private concessionaires must make for developing the airports.
It has also removed an eligibility clause that required airport operating experience of 10 years.
The process to award management contracts for these six airports was initiated by the UPA government last year. The plan, however, had to be put on the back burner following a difference of opinion between the civil aviation ministry, then led by Ajit Singh, and the Planning Commission, over the terms of the project-award agreement.
Although the bidding parameters and revenue model to be followed at these airports after privatisation are yet to be decided, the government is working to achieve a minimum spike in charges post the process.
