Faced with intense pressure from Rahul Gandhi, the UPA government is likely to approach the President for his consent for the promulgation of ordinances on anti-corruption legislations. Sources in the Congress said the government is likely to take up the matter with the President shortly.
Rahul himself indicated that the ordinance route was on. “These bills were in national interest and we felt the opposition would help pass them. I would request the prime minister to bring ordinance on these laws, if possible,” he told reporters at Vijay Chowk, where he came to express solidarity with protestors demanding passage of legislations to fight graft and on social empowerment.
According to National Campaign for People’s Right to Information (NCPRI), Rahul assured them that he would ensure that Grievances Redressal Bill, Disability Bill and Scheduled Caste/Scheduled Tribe Prevention of Atrocity (Amendment) Bill were promulgated as ordinances.
In a statement, NCPRI, which held a Lok Sansad for the passage of these and other legislations, emphasized that there was multi-party consensus on the three bills.
There was prolonged drama on these pending bills on the last day of the 15th Lok Sabha. Congress MPs came to the well of the lower House holding placards and demanded the session be extended to pass them.
Congress sources said the party may also request the President to approve the promulgation of Prevention of Bribery of Foreign Public Officials Bill, one of the six anti-corruption legislations on Rahul’s wish list, as an ordinance.
Sources said Rahul was unhappy that barring the Whistleblowers Protection Bill, all other bills flagged by him — Right of Citizens for Time-bound Delivery of Goods and Services and Grievances Redressal Bill, Prevention of Bribery of Foreign Public Officials Bill, Judicial Standards and Accountability Bill, Public Procurement Bill and Prevention of Corruption Amendment Bill — failed to get parliamentary nod.
