India's Biggest Administrative Revamp

With the permanent allocation of All India Service officers between Andhra Pradesh and Telangana nearing completion, chief ministers Chandrababu Naidu and K Chandrasekhar Rao are all set to undertake the biggest administrative revamp in the country next week.
Once the Pratyush Sinha committee recommendations are approved by Prime Minister Narendra Modi, Telangana would get 163 IAS and 112 IPS officers while Andhra Pradesh would get 211 IAS and 144 IPS officers as per the administrative requirement.“The administrative revamp that is going to take place next week would be the biggest in the country as never in history have so many officers changed positions at one go,“ pointed out a senior official in the Telangana government. It is expected that both the state governments would effect the transfer of about 250 All India Service officers in a single exercise.
At present, several important departments and corporations do not have heads due to shortage of officers. The Telangana government was temporarily granted 44 IAS and 33 IPS officers by the department of personnel and training (DoPT) on July 1 this year and they were ordered to serve the new state till the final allocation was made. Along with them, those working in the Telangana districts as collectors and SPs were allowed to continue, all of who took the total number of officers working in the state to 80 IAS and 48 IPS officers.
At the same time, despite a majority of officers still serving with it on a temporary basis, Andhra Pradesh also could not get on with its administrative work due to lack of clarity over the cadre of the officers. As a result, both the states suffered an administrative paralysis and things are expected to pick up only after the final allocation next week. However, even as of Monday, the Pratyush Sinha committee had not sent the cadre division file to the Prime Minister's Office. DoPT sources said it could happen only in the next couple of days.
Meanwhile, AP chief secretary IYR Krishna Rao is said to be in constant touch with the DoPT to ensure that there is no more delay in cadre allotment as it is affecting governance.“The AP government will undertake a major reshuffle of IAS, IPS and IFoS officers after the final notification on cadre allotment, probably next week,“ confirmed a top official.
While KCR has already hinted at change of collectors in Adilabad, Karimnagar, Nizamabad, Mahbubnagar and Warangal, the AP chief minister has been busy finalizing the list of officers who would lead his key departments. KCR is keen to bring Ranga Reddy collector N Sridhar to his peshi as the officer had earlier served in Kiran Kumar Reddy's CMO.
Similarly, appointment of heads to newly-incorporated institutions, public sector undertakings, corporations and commissions is on top of KCR's priority .“As many as 29 corporations and PSUs in Telangana need heads after bifurcation. Till now we have been running these institutions by giving additional charge to some other officers,“ sources said.
